Representative 9 local welfare workers from 3 local areas that have different characteristic were selected. Face to face interviews with structured open questions/guideline were conducted. Collected data were analyzed by KJ method. We found the diversity of motivation among workers. The negative sense, associate with low motivation was consisted of difficulty and anxiety for activities.
