On the morning of January 17, 1995, residents in Hanshin-Awagi area were violently awakened by the most destructive earthquake even to hit a large metropolitan area. More than 6, 300 people were killed, and about 38, 000 people were injured. Four hundreds thousand houses were damaged or destroyed. Central government established or rivised 16 acts, and refomed some disaster countermeasures system. Local governments performed a lot of things to help victimes. Nevertheless, there are many refugees not to be able to reconstract their livings. The large gap between the governmental policy and the disastrous condition of refugees results from the fault in existing fiscal system for disaster countermeasures.
