This study conducted a survey among the people in charge of environment policies for each local government so as to understand the current status of creation and utilization of these documents. The results revealed that few local governments received guidance or advice from the outside, or referred to school text books when creating their documents. In many local governments, documents are created by officers concerning environmental policy. Also there were not many local governments which verified the effectiveness of these distributed documents. On the other hand, many of the local governments among those which were advised by people related to education when creating documents understood the usage status of and verified effectiveness of the documents.
