For the Martin Trow’s well-known theory, Japanese higher education is experiencing the transition from "Elite to Mass". In 1991, the Japanese government rolled out the Deregulation of University Act, referring the significant amendments of the Standards for the Establishment of Universities and the School Education Law. As a result, each university was enabled to develop its distinctiveness under its missions and objectives. Meanwhile the dissolution of department of liberal education made difficult to implement liberal education in many universities. This study considered how Japanese universities have set their missions and designed their liberal education since the Deregulation.
