 note = {Japan signed the Economic Partnership Agreement (EPA) with European Union (EU) in July 2018, and had agreed seventeen (17) EPAs with major FTA (Free Trade Agreement)/EPA players, including 
the United States (US), ASEAN and EU, which have advanced FTA/EPAs with many partners. 
Preferential Rules of Origin (ROO) play an important role in determining the eligibility of preferential treatment provided by FTA/EPAs. This paper studies the development of the ROO, mainly the preferential ROO of the 17 EPAs in comparison with the ROO of the FTA/EPAs of the major FTA/EPA players.
