 note = {With the heavy rain calamity on July 20, 2003, it became clear that there is a subject in information gathering, dissemination of information, assembling of staff, the official announcement of evacuation counsel for disaster of administrations etc. Moreover, there was a problem also about residents' refuge or individual disaster prevention activities.
