In 1880（ 13th year of the Meiji era）, the \"Midwifery regulations\" were enacted in Nagasaki Prefecture, regulating the licensing and scope of work of midwives. In 1890（ 23rd year of the Meiji era）, \"Required knowledge for midwifery examinees\" was established and subjects covered in the midwifery examinations were systematized. Furthermore, in 1891 （24th year of the Meiji era）, the \"Grant of exemption from Ministry of Home Affairs management for graduates of the Midwife Training Center of the Department of Obstetrics and Gynecology, First Hospital, Imperial University Medical College\" was announced.
