But the exploitation of small hydropower is backward, compared to EU countries. This paper studies a history of small hydropower in the Chugoku region, in which a large number of small hydroelectric power plants remain. By investigating the electrical projects of the region and Japanese modern history, the vicissitude of the small hydropower history of the region is arranged. Until 1945 hydropower development was the main electrical project of Japan and the scale of hydroelectric power plants was getting larger. After World War , the tendency was kept but inflowing of fossil fuel changed the role of hydropower. On the other hand, when energy problem like oil shock happened, some small hydropower plants are constructed with aims of the development of rural communities and the utilization of unused energy.
