The following results were obtained. 2 municipal offices (4.5%) had full time midwives, and 10 cities (22.7%) had part time midwives. The rate of which full time midwives was less than ten percent had among others occupations. Local offices engage in project, planning and management and skill offering in local Maternal and Child Health Activity. The rate of average implementation of local Maternal and Child health Activity, in the cities, towns and villages that have full time midwives was 79.5%. It was significantly higher than that of the cities, towns and villages which do not have full time midwives (48.8%) (p<0.01). In the cities, towns, and village where midwives are arragged, substantial and expanding community maternal enterprise were ensured.
