We assessed their needs using an instrument designed by Japanese Visiting Nursing Promotion Association (JVNPA). The degrees of disabilities of the subjects were also calculated by the way of Care Insurance System. A care plan for each individual subject was made within an amount of expenditure from the care insurance. Consequently, the instrument designed JVNPA was useful to assess the needs. However, there were some problems in making a care plan that services needed could not be covered by the care insurance when disabilities of the subjects became severe.
