NUCLEI has two frame memories FMl and FM2. FMl stores full reconstracted image, and FM2 stores only data of higher priority blocks transmitted by higher priority cells in ATM network. There are two methods of motion compensation using which FM1 or FM2. A method which has not so lots of processing, is not affected by cell losses of lower priority cells and has good motion compensation characteristics is proposed.
