We evaluated based on the points whether or not the plans referred to efforts on PDCA cycle, and ideas for sound material-cycle society with detailed recycling project. We ran-domly selected 5 local authorities from each prefecture, and total of 233 plans from those local au-thorities became the subjects of our evaluation.\nAs a result, many of those plans formulated by local administrations lacked descriptions regarding the effort on PDCA cycle, resource recycling, nor accounting for municipal waste management.
