This paper shows that the newspaper played a central role in communicating the policies of KANDA Takahira, the governor of Hyogo Prefecture, to the people. First, I outline the circumstances of local newspapers in the early Meiji period and demonstrate that support from prefectures made the publication of local newspapers possible. Next, I describe the history of the Kobe Minato Shinbun, which was published in Hyogo Prefecture from 1872 to 1876. Then, I examine the letters sent to this newspaper during the period of Kappanshya and show that the company published articles in line with the administrative policies of KANDA.
