 note = {Preferential Rules of Origin（RoO）, consisting mainly of origin criteria and procedural provisions, play a crucial role in determining the eligibility of preferential treatment provided by FTA/EPAs. 
 In contrast with diversifying origin criteria, the convergence of the procedural provisions has been witnessed, i.e., for certification procedures into self-certification by exporters, producers and importers, and for verification procedures into two different types: the US type and the EU type. This paper describes the recent introduction of self-certification and development of verification procedures, and discusses the challenges to interested parties facing each verification procedure, and considers desirable certification and verification procedures, reflecting the current situation in Japan, which has responded to two different types of verification procedures by the TPP 11 and the Japan-EU EPA., 創刊第100巻記念号
