If nothing is done to improve the situation, people will stop living in rural areas. There is an argument that rural areas should be prepared for the closure of their towns and villages if they cannot be maintained. If that were to be the case, villages on remote islands would be \namongst the first to close. Territorial disputes in the region have made remote islands nationally important, due to their proximity to Japan’s international borders with its neighbors. As a result, the preservation of villages on such remote islands has become a national priority.\n In this paper, using Naru island in Goto city as a case study, we have clarified what regional restructuring methods have been adopted to maintain the villages found on the island.
