 note = {The aim of this paper is to propose a speaking test in university second-stage exams on the following two conditions: The speaking test should be conducted if the speaking ability the test measures is requested by the university English education to reach a certain level, and if it is properly based on Course of Study (2018). I will then point out that non- overnmental tests— e.g. Eiken or IELTS—and ESAT-J (English Speaking Achievement Test for Junior High School Students) face challenges in certain respects, discussing what speaking tests in the second-stage exams should be and how they should be conducted, which solve the forementioned problems.One such attempt is made possible by the GIGA (Global and Innovation Gateway for All)circumstances., 長崎大学教育開発推進機構紀要, 12, pp.24-31; 2022},
