Article 15, paragraph 2 of the Act provides that "The national and local governments shall take necessary measures such as the development of a system and database concerning the collection, management, and utilization of information on the cause of death in the case of the death of a person in the process of being born. The new law has been effective since 2020. As a result, the Ministry of Health, Labour and Welfare has launched the Child Death Verification for Prevention, or so-called Child Death Review project, starting from 2020. Seven local governments have started CDR model projects in 2020 and nine in 2021.
