 note = {In the domain of public procurement in Japan, government bodies have taken measures to prevent “one-party bids,” where only one party enters a bid in open competitive bidding. However, is the direction taken correct? This study quantitatively examines the general premise that one-party bid is the primary cause of a high successful bid rate (the ratio of a successful bid to a procurer's estimation).
