Many local governments share the same circumstances. As a result of verification through interview whether the original EMS of the Nagasaki Prefectural Government had overcome the challenges shared by many local governments, they had been successful. Not only did the original EMS of the Nagasaki Prefectural Government greatly cut down EMS operation costs, but it also expanded the range of the application of EMS to local institutions only from the main government building with having just two members of staff in the executive office. Furthermore they had achieved their initial goals, which included the reduction of amount of waste and numerical targets such as conservation of electricity.
