This paper discusses the potential for career development among returning Indonesian nurses who entered Japan under the Japan-Indonesia Economic Partnership Agreement (JIEPA). The JIEPA scheme requires Indonesian nurses to have at least two years of work experience before entering Japan. It also establishes that nurses must obtain work eligibility by passing the national nursing board examination in Japanese within three years. This demonstrates that in terms of career development, passing Japan’s national nursing examination is key, as a Japanese nursing license enables them to perform nursing work in the country. However, some returning nurses, especially those who entered Japan before 2012, when Indonesia introduced a five-year renewal system for nursing professionals, were precluded from obtaining work authorization in Indonesia. For these nurses, work experience in Japan cannot be counted when they attempt to renew their nursing license in Indonesia.
