 note = {雲仙普賢岳の噴火災害 (平成2年～平成7年) で甚大な被害を受けた島原市安中三角地帯では, 地域住民と島原市が一体となった嵩上げ事業による生活再建を目指している. 安全のための嵩上げ事業制度はないが, 安中三角地帯を土石流堆積物の土捨て場とすることによって, 嵩上げ材料の確保と土捨て料を徴収する事業を案出し, 嵩上げ事業を開始している. 本報告では, この嵩上げ事業の決定のプロセス, 嵩上げ後の農地・住宅の再建およびまちづくりの課題などを明らかにする., Many houses and agricultural land on the low ground by the name of Annaka Triangle zone of Shimabara City were destroyed by repeated debris flows in the Mizunashi River during volcanic disaster of Mt. Fugen in Unzen. A noteworthy ground surface augmentation project is adopted to reconstruct the livelihood of the disaster victims.
